1. "Within 14 days" does not start from the same day. For a move it starts from the day you moved. For arrival from abroad it starts after you settle your address in Okayama City. For an exit notification the city page does not state a deadline; file it before you leave if you can.
2. Bring the physical residence card of every person in the notification. The city writes the new address on the back of the card, so everyone's card must be there.
3. Resident registration depends on your status of residence. "Temporary Visitor" and periods of stay of three months or less are not eligible, and registration is deleted automatically if you later fall into those categories.
4. Leaving the city office is not the same as leaving Immigration. Address change goes to the city. Re-entry permission goes to the regional immigration bureau. If you leave Japan without re-entry permission, the city page states you lose your status of residence at the moment you depart.
5. Resident tax is decided by where you lived on 1 January. Leaving Japan in the middle of the year does not reduce that year's tax. If you leave without appointing a tax manager, the city page states that service by public notice is carried out and late payment charges arise.

Okayama City states that only the following people are recorded as foreign residents: mid-to-long-term residents (people whose period of stay is three months or less, and people with the status "Temporary Visitor", are excluded), special permanent residents, and people within 60 days of birth or of losing Japanese nationality.

People who cannot be registered: people who came to Japan with the "Temporary Visitor" status, people whose period of stay is three months or less, and people staying illegally or overstaying. The city also states that if your status later changes to "Temporary Visitor" or to a period of stay of three months or less, or if you become an overstayer, your resident registration is deleted automatically.

This matters because National Health Insurance, seal registration and certificates of residence all depend on being registered.

The city page does not state a deadline for this notification. File it before you leave if you can, at a ward office, branch office, regional centre or citizen service centre only. It can be filed by you or the head of household, a proxy with a letter of proxy, or a member of the same household. Re-entry permission is a separate procedure at the regional immigration bureau. If your period outside Japan is one year or more (mid-to-long-term residents) or two years or more (special permanent residents), you must obtain re-entry permission in advance. The city page states that if you do not obtain it, you lose your status of residence at the moment you depart.

National Health Insurance: the city states that if you will work, be stationed, travel on business or study abroad for one year or more, or if the base of your life moves overseas, a notification of moving out of Japan is needed, and by doing that procedure you withdraw from National Health Insurance. If your stay abroad is under one year and you have been living together with your family, your address is treated as being at your family's residence, so the notification of moving out of Japan is not needed.

Who: anyone aged 15 or over who is recorded in the Basic Resident Register of Okayama City. One seal per person. Fee for issuing the seal registration card: 200 yen. The seal registration certificate itself is 300 yen per sheet, and requires the seal registration card plus ID at the counter. With a My Number Card you can also get the certificate at a convenience store.

For foreign nationals, the characters on the seal matter. The seal must show characters that appear on your resident record — that is, the characters of the name written on your residence card or special permanent resident certificate. For kanji, the city states that names are written in Japanese standard forms following the Ministry of Justice character conversion rules, so the seal you can register is basically one using those standard forms; some simplified Chinese characters can also be registered.

If you want to register a seal using a common name (tsūshō) or a katakana form of your name, you must first register that common name or katakana form on your resident record at a city counter. As a rule the city sends a confirmation letter by post, which takes about 2 to 4 days. If you need the certificate by a certain date, apply about 4 days in advance. Under certain conditions the registration can be completed on the same day.

Convenience store issuance is 200 yen. The city is running a temporary reduction to 10 yen. The two city pages give different end dates for that reduction — the campaign page says 1 March 2026 to 31 March 2027, while the tax certificate fee page says 1 March 2026 to 1 March 2027. Please confirm the current period with the city before relying on it.

Where: the four ward city tax offices (Kita, Naka, Higashi, Minami). Post, online application and convenience store issuance are also available. Bring: the certificate application form, ID for the person at the counter (My Number Card, driving licence, physical disability certificate, passport, or a residence card or special permanent resident certificate with a photo), and the fee. A proxy needs a letter of proxy — but the city notes that if you use the city's own application form, a separate letter of proxy is not required provided that the proxy is entered in the "requester" field and the person the certificate is about fills in their own section, signing it by hand (or printing their name and affixing a seal).

Who cannot join, according to the city page: people whose status of residence is

• Temporary Visitor
• Diplomat
• Designated Activities — activities to receive medical treatment, or activities to take care of that person's daily life
• Designated Activities — sightseeing or recreation activities, and the spouse accompanying that person

Bring your passport, etc. If your status of residence is Designated Activities, you also need the designation document stating the activities you may carry out in Japan.

Deadline: the city states that joining and leaving must be notified within 14 days, by the person or a member of the household. Where: ward offices, branch offices, regional centres and citizen service centres; withdrawal can also be done by post.

Two cautions from the city page: even if your notification is late, the change is applied retroactively to the date you lost eligibility; and if you use Okayama City National Health Insurance after withdrawing, you will be asked to repay the medical costs.

The city states: everyone living in Japan aged 20 or over and under 60 regardless of nationality must join the National Pension (or the Employees' Pension or a mutual aid pension).

• Category 1: self-employed, agriculture / forestry / fishery, students, unemployed, etc. You pay the monthly premium yourself.
• Category 2: company employees (Employees' Pension Insurance) and public servants (mutual aid association). Joining at your workplace automatically enrols you in the National Pension.
• Category 3: a spouse who is a dependant of a company employee or public servant. If recognised as Category 3, you do not have to pay the premium yourself.

Procedures at the ward office include changing to Category 1 when you leave a job, and changing category when you stop being a dependant. Bring the basic pension number notification (or pension handbook), etc. When you move, if your My Number and basic pension number are not linked, change your address at your new municipality within 14 days.

Who pays municipal and prefectural resident tax. It is decided by your situation as of 1 January of that year: a person who has an address in one of the four wards of Okayama City pays the per-capita levy and the income-based levy; a person who has no address in the city but has an office, place of business or a residential property in the city pays the per-capita levy.

If you leave Japan. The city states that if you leave Japan for an overseas posting, overseas study, etc., cross the assessment date and live abroad for roughly one year or more, you are treated as not having an address in Japan and are not taxed. A working holiday is regarded as "travel", so you are taxed at the address you had before leaving. Please note this exception.

Tax manager (nōzei kanrinin). To have the resident tax that falls due after your departure paid, the city asks you to appoint a "tax manager". A tax manager is a person entrusted by a taxpayer who does not have an address or residence in the city with the handling of tax matters — paying taxes, receiving documents, receiving refunds, and so on. Submit the tax manager declaration form to the municipal tax section of your ward city tax office before you leave Japan. The city states that if you leave without making this declaration, service by public notice is carried out and late payment charges arise.

If you are employed, the city also asks employers to submit the notification of change for salary earners about one month before your departure. If you leave between January and May, the local tax law requires the remaining tax to be collected in a lump sum from your final salary; if that is not possible, the tax manager notification is needed.

Birth registration (city procedure). If the child is born in Japan: within 14 days including the day the child was born. The city adds that if the 14th day falls on a day the ward office is closed, the deadline moves to the next open day. File at the municipal office of the parents' registered domicile, the child's place of birth, or the place where the person filing lives. Bring the birth certificate obtained from the hospital and the maternal and child health handbook.

If the child is born outside Japan: within three months including the day the child was born, at the registered domicile, the place where the person filing lives, the child's place of birth, or an overseas diplomatic mission (embassy or consulate). Bring the birth certificate and a translation of it, making clear who translated it.

Acquisition of status of residence (national procedure — not the city). The Immigration Services Agency states that a foreign national who comes to reside in Japan without going through landing procedures — because of birth, renunciation of Japanese nationality or another reason — must apply for acquisition of status of residence within 30 days from the day the reason arose. Such a person is allowed to stay in Japan without a status of residence for up to 60 days from that day; the application is required if the person intends to stay beyond 60 days. The application is made to the Minister of Justice. The source page does not state the required documents or a fee.
